Greater Napanee Town Council has approved a new annual review process for educational materials related to the town’s encampment protocol.
Council discussed the issue during its July 14 regular meeting, where CAO Matthew Grant provided an update on the protocol and parks bylaw introduced in 2024.
Grant said the town’s approach was developed to align with current Canadian case law while creating clear guidelines around where temporary shelters can be located. The protocol limits encampments near sensitive areas, including splash pads and daycares.
The review follows a mapping update that identified Lion’s Park as an area that should be excluded because of its proximity to a daycare. Staff said the town needed a process to keep its educational materials current when land information changes.
The annual review will examine mapping updates, ownership changes and other property changes. Council was told people sheltering at Lion’s Park have been advised they may eventually need to move.
