Greater Napanee council has voted to begin exploring a new provincial framework that could eventually allow “bring your own alcohol” permits at some community events.
During Tuesday night’s meeting, staff explained the new Ontario rules require municipalities to first approve a local framework before event organizers can apply to the Alcohol and Gaming Commission of Ontario for permits.
Clerk Jessica Walters called it a “double opt-in system,” explaining both the municipality and the organizer must agree before any permit can be issued.
Walters said the rules do not mean residents can freely bring alcohol into public parks or events. She warned the municipality and organizers could face added insurance, staffing and legal responsibilities.
Several councillors raised concerns about liability and enforcement.
Councillor Ange Hicks said council should focus on larger municipal issues instead.
Councillor Mike Schenk also opposed the idea, saying, “It’s just a matter of time before something bad happens.”
Councillor Bob Norrie said he supports having staff complete a study so the next term of council can make a fully informed decision.
Mayor Terry Richardson supported continuing the review process so the next council will have more information available before making a final decision in 2027.
