The Town of Greater Napanee is proposing two new by-laws to regulate rooming houses and group homes. Council will review the draft by-laws at its regular meeting on January 13, 2026, at 7:00 p.m. at 124 John Street. The meeting will also be livestreamed on the Town’s YouTube channel.
The proposed Rooming House By-law would create a licensing system requiring owners to submit insurance, inspection certificates, and undergo annual inspections by the Fire Department and Property Standards inspectors. The Group Home By-law would allow the Town to maintain a registry of all group homes in the municipality.
Education and voluntary compliance are planned for 2026, with full enforcement beginning in 2027. Residents can submit comments or register as a deputation by contacting Deputy Clerk Shannon Murphy before January 13. Draft by-laws are available online.
