The long-range forecast shows little chance of substantial rainfall, and groundwater recharge may be limited if the ground freezes before significant rain.
The Low Water Response Team declared the Level 3 condition on September 3, 2025, after reviewing precipitation and streamflow data. A Level 3 Low Water Condition means the water supply cannot meet demand. Municipalities may impose restrictions under the Water Resources Act, and a 30% or greater reduction in water use is requested.
