Greater Napanee council has approved the first phase of the Spring Meadows subdivision, which is part of a planned 545-unit mixed-use development.
Phase 1A includes 24 single-detached lots, six townhouse blocks, roads, parkland and municipal infrastructure.
Council also authorized an agreement with Canadian National Railway and developer Old Hamburg Village Inc. to install water and sanitary infrastructure beneath the railway corridor. The infrastructure will connect to Yeoman Street to provide municipal water and sewer services.
The developer will fully fund the work and remain responsible for ensuring it meets CN’s requirements. The town and railway will confirm the work is completed properly before the infrastructure is transferred to municipal ownership.
The mayor and clerk are authorized to sign the agreements and other documents needed to move the project forward.
During the discussion, Coun. Angela Hicks asked about updates to the town’s asset management plan. Staff said internal updates are completed annually, with no provincial requirement for a major overhaul.
