Greater Napanee council is considering new safety and security measures for the town’s growing in-town trail network.
The Trails Development Advisory Committee presented initial recommendations to council last week covering safety, security, amenities, promotion and service levels.
The committee recommended expanding the town’s Encampment Protocol to classify the new trails as sensitive areas and apply encampment restrictions across the entire network.
It also recommended allowing e-bikes and e-scooters on the trails, with appropriate speed limits.
Council was advised to consult the OPP about security cameras and consider conduit for future lighting and camera installations during construction.
CAO Matthew Grant recommended that changes to sensitive areas be considered through a broader review of the Encampment Protocol. He also suggested delaying promotion of e-bikes and e-scooters until council develops a broader policy.
Councillor Bill Martin suggested Springside Park should also be designated a sensitive area.
A broader review of sensitive areas is expected this winter. Council accepted staff recommendations on the committee’s proposals.
