The Parole Board of Canada has extended day parole for a man convicted in one of Kingston’s most notorious murders, despite a drug relapse after his release.
Terry Douglas Kennedy has been granted another six months of day parole. He was one of two men convicted in the 1991 killing of Yvonne Rouleau, who operated the former Nozzles Gas Bar in downtown Kingston.
Rouleau was 34 years old when she was killed at the business near Princess and Division streets. Kennedy and Richard Joyce were convicted in 1992.
The parole board found Kennedy experienced a significant setback during his first year in the community when he used crystal methamphetamine.
Despite the relapse, the board determined Kennedy’s risk could continue to be managed through supervision and the conditions attached to his day parole.
Day parole allows an offender to participate in community activities while normally requiring them to return to a correctional or residential facility at night.
Kennedy will remain under supervision during the six-month extension.
The decision renews attention on a murder that has remained deeply painful for Rouleau’s family and the Kingston community for more than three decades.
