Greater Napanee council has approved an updated Official Plan that will guide growth and development in the municipality through 2046.
The plan, required under Ontario’s Planning Act, outlines the town’s long-term vision for development while considering the health of residents and the social, economic, cultural and natural environment. Council reviewed the final draft during its July 28 meeting before voting to send it to the County of Lennox and Addington for final approval.
Councillor Bill Martin raised concerns about several parts of the document, including mobility planning and what he viewed as conflicting policies that encourage infill development while also protecting established neighbourhoods.
Staff said the Official Plan is intended to be a guiding document that sets long-term goals rather than immediate commitments. They also noted that future development applications will continue to be reviewed on a site-by-site basis.
Martin also questioned the plan’s target that 25 per cent of new residential development should be affordable for moderate- to low-income households. Staff said the target is required in the plan and will help support future affordable housing opportunities if they arise.
Council adopted the plan, which now moves to the county for approval.
