Greater Napanee Council has approved higher development charges as the municipality prepares for more than $100 million in infrastructure projects needed to support future growth.
Council approved an updated Development Charges Background Study and changes to the development charges bylaw during its July 14 meeting. The new rates reflect increased construction costs, additional infrastructure needs and changes to provincial legislation.
The development charge for a new urban single detached home will increase from $20,672 to about $23,280 based on 2022-dollar values. The non-residential rate will rise from $9.98 to $11.29 per square foot. Actual fees are higher due to annual inflation adjustments.
The largest project identified in the study is the planned Water Pollution Control Plant upgrade and expansion, estimated at $63.92 million.
The updated capital plan also includes watermain upgrades, wastewater improvements and other growth-related projects.
The Town expects nearly 800 new residential units and more than 568,000 square feet of commercial and industrial development over the next decade. Council was told development charges help ensure new growth contributes toward the infrastructure it requires.
