Greater Napanee council will review possible updates to its encampment protocol education process on July 14, including a proposed review system for how sensitive areas are mapped in the community.
The review follows an assessment of current materials that were created using GPS mapping tools, as well as public interest in adding an appeal process that could include on-the-ground measurements.
Town staff say real-world measurements would help confirm setback distances from sensitive-use locations and areas used by children, and ensure mapping aligns with the Public Parks & Spaces By-law and encampment protocol.
Staff are also proposing updates to education materials, including changes involving Lion’s Park, which was found to be too close to a daycare to support encampments.
No changes are being proposed to the by-law or protocol itself, which remains in place to guide public space use for all residents.
Updated draft materials are still under review and expected to be finalized later in July, with a report included in the July 14 council agenda package published July 9.
