Greater Napanee has applied for the Provincial Development Charges Reduction Program in hopes of securing funding for housing-related infrastructure projects.
Town staff submitted the application after receiving direction from council during a special meeting on June 17. The program is backed by $8.8 billion in federal and provincial funding and is designed to offset development charge revenue while supporting infrastructure needed for new housing.
The town’s proposed project package has an estimated 2026 net development charge recoverable value of about $4.62 million and includes eligible works such as water, wastewater, stormwater, transportation, public safety and community infrastructure.
Officials say the projects will be needed regardless of whether funding is approved, but outside support could accelerate construction and reduce pressure on municipal reserves.
The program applies only to residential development charges, while non-residential rates would remain unchanged. Submitting an application does not commit the town to lowering development charges.
