The Town of Greater Napanee has released its 2025 council remuneration and expense statement, meeting a transparency requirement under Ontario’s Municipal Act.
Treasurer Ellen Hamel presented the report at the Feb. 24 council meeting. Under provincial law, municipalities must publish an annual statement outlining all pay and expenses provided to council members and appointees.
The document details salaries, benefits, mileage, conferences and cellphone costs paid in 2025. Amounts are based on T4 income, meaning some payments may relate to late 2024 or prepaid 2026 expenses. Council compensation is governed by town bylaw 2022-0066.
Mileage claims varied among members. Councillor Mike Schenk reported $1,209.60 in mileage, about three times higher than the average of other councillors who submitted claims. Deputy Mayor Brian Calver and councillors Dave Pinnell and Bob Norrie reported lower amounts, while the mayor and two councillors claimed none.
Councillor Dave Pinnell Jr.’s total remuneration was lower than others after his death in July 2025.
The report was approved without debate as part of the consent agenda.
