Greater Napanee has reduced the special tax levy for curbside garbage collection from $200 to $150 in the 2026 budget. The change comes after recycling collection was removed from the Town’s responsibility under new provincial legislation. As of January 2026, Emterra Environmental now handles recycling in the community.
The savings from ending curbside recycling collection are largely offset by higher garbage collection costs under the amended Waste Management contract and the loss of related grant funding. Overall, the combined changes result in only a small net increase from 2025 to 2026.
Eligible property owners will receive their garbage bag tags in January, with the $150 levy added to the final tax bill mailed in June. Mayor Terry Richardson says the reduction ensures that any extra savings from the service change are returned directly to residents.
This change reflects the Town’s commitment to passing cost savings to ratepayers.
