Greater Napanee Council held budget meetings on Jan. 7 and 8 to review the draft 2026 Municipal Budget. A key change is the reduction of the special tax levy for solid waste collection from $200 to $150, reflecting that the town is no longer responsible for recycling.
Mayor Terry Richardson said the savings from provincial changes would be returned to residents. The overall 2026 tax levy is proposed at $17.3 million, up $1.1 million from last year, with a tax rate increase of 5.8 per cent. About 2.6 per cent of the increase is linked to outside agency costs, including the OPP, while 3.4 per cent supports town-specific needs.
For an average home assessed at $219,000, the net impact on the town portion of the tax bill is approximately $38 after the waste levy reduction. Richardson noted the town’s tax rate remains 28 per cent lower than similar municipalities.
