The Town of Greater Napanee council has denied a request for municipal support for a proposed 200-megawatt battery energy storage system by Carbon Free. The project was planned for County Road 9.
Staff reviewed the proposal, which included technical assessments by Hatch Consulting, and found several concerns. Hatch identified a smaller developable area than the company planned, and uncertainties remain about environmental and geotechnical constraints. The timing of the proposal also limited opportunities for meaningful community and council consultation.
Council heard from staff that while Carbon Free proposed mitigating measures, the project’s feasibility under current policies and regulations is unclear.
The motion to deny municipal support was moved by Councillor Schenk, seconded by Councillor Hicks, and carried unanimously. Council concluded that the project does not meet the criteria for municipal backing at this time, citing limited engagement, unclear development areas, and potential construction challenges.
