Four construction companies have been shortlisted to advance to the next stage of the Quinte Detention Centre Expansion Project. Infrastructure Ontario announced that EBC Inc., EllisDon Corporation, Ledcor Projects Eastern Limited, and Pomerleau Inc. have been invited to submit full proposals.
The companies were prequalified through a process that began in October 2024. Officials say the selection was based on each firm’s construction experience and financial capacity to handle a project of this size and complexity. The teams will now begin preparing detailed proposals outlining how they plan to deliver the expansion.
A successful proponent is expected to be announced next summer.
The project calls for adding 91 beds to the Greater Napanee facility, increasing its capacity to more than 300 beds. It also includes expanded reception and visitation areas, administration offices, staff facilities, admitting and discharge space, and a larger infirmary.
The work supports Ontario’s plan to boost capacity and improve safety in adult correctional facilities.
