Greater Napanee Council made key decisions about the future of local trails and land use during its recent meeting.
Council approved the Town Trail Development report and agreed to include funding in the 2026 municipal budget for the first two phases of in-town trail construction. The work will follow the Ad Hoc Trails Committee’s Plan A, which connects County Road 1 to Riverside Cemetery and Church Street in Phase 1, and Dairy Avenue to Industrial Boulevard and back to County Road 1 in Phase 2.
The trails will feature a three-metre crushed aggregate surface, with materials costing about $64,000 and construction expected to begin in fall 2026. The committee, formed in 2023, has spent two years developing a long-term vision for accessible and connected trails.
Later in the meeting, Council voted to sell the former CN spur line north of Highway 401 to abutting landowners. The proceeds will go toward future trail development. The sale followed a new offer from local farmers to support a potential trail connection on their private land. Only two councillors opposed the sale.
