Greater Napanee is changing how alcohol is served at town-owned facilities, but it won’t be cancelling its liquor license.
At a special meeting on May 7, 2025, Council voted to keep the Town’s liquor license and update the Municipal Alcohol Policy to add the opportunity for event organizers to have Special Occasion Permits (SOP) if they want to serve alcohol on Town property. This change will shift legal responsibility from the municipality to the permit holder.
Council’s decision came after reviewing a risk report from CAO Matthew Grant. It highlighted the high liability that comes with the Town acting as a licensed host under Ontario’s Liquor License and Control Act.
A new Municipal Alcohol Policy will be created to support the changes. It will include clear directions for staff on how to respond to unauthorized alcohol or drug use. Staff will call bylaw officers during business hours or the OPP after hours. The public will be advised to call the OPP if staff aren’t available.
In 2024, the Town made about $16,800 from 58 licensed events. But officials say the risks outweigh the benefits. SOPs cost $100–$150 depending on the type of bar.
