Greater Napanee residents will see significant changes to recycling programs starting in 2025, as the town adapts to new provincial regulations. Circular Material Ontario (CMO) will take over recycling operations at municipal waste sites on January 1, contracting collection and processing through Reverse Logistics Group. The town will no longer earn $7,000 in recycling revenue but will save $18,000 in processing costs.
Curbside recycling will continue with WM until 2026, when a new contractor will be chosen.
To prepare residents, the town will roll out a communication plan, including social media, news releases, and tax bill inserts, funded by $1,000 per month from CMO.
Council also decided to continue funding bag tags through a tax levy until 2026. In 2024, property owners paid $200 for 50 tags.
As these changes approach, council emphasized clear communication to help residents adapt smoothly to the new recycling systems.
