Several people have been arrested following a lengthy investigation, in connection with the use of a drone to smuggle contraband into Collins Bay Institution. On March 24, 2020 at approximately 4:00 a.m. the Correctional Service of Canada (CSC) reported that a drone was being operated in the area of Collins Bay Institution. Penitentiary Squad members and the CSC members, attended the area and located two individuals in a vehicle. Officers, with the assistance of Kingston Police, seized a drone, cannabis and cigars. CSC seized a contraband package on institutional grounds that contained weapons, tobacco and cannabis.
On Tuesday, four people were identified and charged at locations in Ontario and Quebec.
39 year-old Marc Fontaine, of Sainte Anne des Plaines, Quebec charged with:
-Participation in a criminal organization -five counts;
-Mischief – 13 counts;
-Conspiracy to Commit an Indictable Offence – nine counts;
-Possession of a weapon for a dangerous purpose;
-Possession of the proceeds of property obtained by crime – two counts; and
-Possession for the purpose of distributing – two counts.
23 year-old Nachoua -Hiba Kord, of Sainte Anne des Plaines, Quebec charged with:
-Participation in a criminal organization -two counts;
-Mischief – two counts;
-Conspiracy to Commit an Indictable Offence – two counts;
-Possession of a weapon for a dangerous purpose; and
-Possession for the purpose of distributing – two counts.
30 year-old Len Aragon, of Toronto, is charged with:
-Participation in a criminal organization and
-Conspiracy to Commit an Indictable Offence.
26 year-old, Rachel Chen, of Mississauga, is charged with:
-Participation in a criminal organization – two counts and
-Conspiracy to Commit an Indictable Offence – two counts.
The accused have been released from custody and are scheduled to appear in Court on August 26.
